You are not missing a thing. These recommendations are often based on prices. I suspect BS has been accumulating...the BHs usually do before they put out a recommendation. It's all in the game.

Elwood. Re: Bear Stearns. BS did not downgrade CPQ. They have had it as a strong buy for some time. They did downgrade Intel earlier this year.
