The Scouts originated with Baden-Powell in England, where the oath referred to King, Country, and God in the form of the Church of England. When the Scouts crossed the pond the religiosity was maintained, but without any particular sect in mind. America in the WWI era still maintained a generic Protestantism, where even Catholics were regarded suspiciously by the descendants of the Calvinists, Huguenots, and other Dissenters who made up a large portion of the original American stock. Today, I doubt that the Scouts could tell you what their concept of God means, you could probably worship trees if you wished, so it really takes some effort to embroil the organization in a controversy over the issue. But a lawyer determined to make a name for himself could find a way, and Randall was the lawyer to do it.
