US Treasuries down after auction fails to find retail buyers. *$11 bln year bill sale placed at as-expected 5.110
percent. *Lack of post-auction follow-through pushes prices lower. *View oil supply plan has teeth also sours mkt
sentiment. *But dealers see range trade into next week's key data.
