The "Licensed Spectrum" will be used to get from the WAP to the modems "Best Node" (Typically, the closest network to the modem).
The return "path" form the modem to the WAP will be via the "unlicensed" frequencies (900 MHz and 2.4 GHz)and the data will be routed through the network back to the WAP.

Will this new spectrum be used "pole to modem" or for point to point communications as in "wireless" WAPS?

The licensed spectrum will be used to go from the WAPs to the network radio closest to the modem. The link up and down from the modem will be at 900 MHz for building penetration and backwards computability reasons (Mostly building penetration)
