A letter of intent is just what it says: intent. Notice that the letter was submitted by USMC, not CMC. USMC could, if they so desired, submit a letter saying that they intended to merge with Harley Davidson, or sell out to Harley Davidson. In essence, it is meaningless; hence the stagnancy of the price. Most often, letters of intent are part of the arsenal of tools that are utilized by classic "pump and dump" scams. Hopefully, that is not the case here, as this combination could prove very exciting. We'll see soon enough.
