Burt, Is it possible that these guys are getting so much stock as part of their compensation that they do not need to buy more shares on the open market and that sales of such "salary" stock should not be taken as a bad omen?

Burt,
As Chris suggests, I'm not sure that the absence of insider buying or even the presence of insider selling is a negative. Clearly insider buying would be a positive, but there are many reasons behind insider selling that don't necessarily provide negative indications on the company's prospects.
