Targeting developers is a strategy many vendors go to when their products aren't selling in the market. Trust me, bundling deals are low-to-no revenue and signal the end of a products viability. The market won't accept the product. The question remains: is there a need?

The tool market is very different than shrink wrapping. Most companies don't navigate the transition very well. It's a different market with different buyers. Most buyers pay very little. Be very skeptical of numbers that describe how many partners exist and how many developer packs are in use.

Developers and integrators often purchase products on a trial basis and then quickly shelve the tools.

A movement from product to tool also meshes with a downsizing of the development staff. You need fewer technical staff to support a 'tool' than a complete solution.

Again be very skeptical. I've been there and done that...
