I agree about the overhead in RATL that is keeping a lid on things. I wouldn't be surprised in a general market correction to see a move to $9.00 again. Believe me; RATL doesn't amount to an extraordinarily large percentage of my portfolio despite the fact that I am extremely bullish.

One you might might want to look at that has declined dramatically over the last year but has firmed a bit since February at the very lows is IMTI. A review of the financial statements reveals a very risky security, a company near bankruptcy, but also a company that if it is successful in its most recent endeavor has the potential to yield handsome profits on the order of 100% to 200% over the next year. I purchased a pittance at $1.59 and find it worth a gamble at that price.

If you are not investing in an IRA,401K, etc. it is worth keeping tax implications in mind. You need to hold for 12 months to get down to 28% and 18 months to get to 20%. Because of this, it is not a bad strategy to get in at the bottom when the insiders do even though it may be months early. This might be changed by Congress soon but they'll still probably wind up at 15 months for 20-22%.
