There were a number of events in the beginning of 1997 that caused a bit of a price rise; the company went into this new business then, it brought on new management, and it hired on consultants and advisors. These events are described in an SEC filing: sec.gov Since then, to my knowledge, the company was not publicly heard from again until very recently, when they issued two press releases announcing progress in developing their product and a potential 60,000 installation order. I'm hoping the company will provide more information soon--it would be nice, for instance, if they updated their SEC filing. So far, this does not show any pump & dump characteristics.
