Thats the title of the report. If you look carefully, there is a question mark at the end of the title, indicating that the question is a rhetorical one and not a statement of fact. One has to pay attention to the details.The least I could do is include the title and author for such an impressive piece of work. Even if the author's conclusions do not turn out to be correct, it is a well written, insightful, logical, and persuasive article. I happen to agree with the flow of logic and would be surprised if it doesnt turn out to be on the money. But, stranger things have happened.
