You're exactly right. The letter indicated findings suggested zinc lozenges were ineffective. I take it you did not read the article or understand the mechanism of action for zinc lozenges.

The letter you referred to was quite flawed in its analysis. They attempted to compare Zn acetate and Zn gluconate to Zn gluconate glycine, and lumped them all into one category. That makes no sense. QGLY's CE is formulated w Zn gluconate glycine and is the only clinically proven Zn formulation currently on the market that is palatable.
