I'm still wondering what in the world happened to WSTL on 3/16 for such a huge spike in volume and price. Maybe some internal rumors on the street about action that never happened?

Aren't you forgetting Rockwell??? It might turn out to be a much better customer then all RBOCs put together.

In regard to your comparison of ORCTF and WSTL based on P/S and P/B I am sure you are aware that those numbers can not be compared, because WSTL has ISDN related sales and properties and ORCTF does not. If I am not mistaken the reason for ORCTF success is significant grouth of sales in xDSL equipment, while WSTL has big customers which are not in a rush to buy anything yet. And now after AT&T broke off the negotiations with cable cos about @Home Worldcom deal the pressure on local Bells is off. So the deployments might be postponed again.

Hope though you are correct and BA and GTE will finally begin buying WSTL equipment.
