HRAKA, the otc is a part of the NASD. For the exchange that ATXI is in, the National market, it is required that all news releases be given to the NASD 10 minutes before they are released to any wires. I'm not sure that it holds true for BB's, though I doubt it.

If a NASDAQ stock moves too fast with no news then they will halt trading, pending a release from the co. This maybe why the ATXI release was so harsh, because they had to get it out ASAP to resume trading. This happened to AIPN during their runup from 2 to 7 in a few days with no news. They were halted for a few hours until the Co. came out and said that it rose on rumors and that was good enough for the NAZ.
OTCBB stocks don't get halted for movement, as we all know, some can move 1000% in one day. They only halt when things don't look too kosher.
