I didnt realize the heaviest snowfalls are in March/April (or were when temps were lower). I do remember when I lived in Tahoe and had seasons weekend tickets to the SF Giants and one Sunday coming back in April we had to stop in the mountains and sleep at a motel because we hadnt brought the chains (after all it was April!!!) and were not allowed to continue on in the snow without them.
And of course I dont believe its the govts job to tell me whether its safe to continue driving or not but thats another story.
But I had lived in Phoenix before that for most of my adult life and could not fathom that I would need chains in April.
