Well, create a form in C++ and add some components to it and change the attributes of those components, such as their position and size. There is only one way to do that using Visual C++ and that's through the dialog template editor. There is no way to edit that form on the fly once you've compiled in the resource. These 15-plus-year-old RC files are still the basis for C++ GUI development.
