The article says:

"Excel Telecom said it has since discontinued that marketing program and is operating its sales and customer service activities in compliance with State and Federal Law."

In other words, they discountinued the program that was making the attorney general unhappy, and is now running one in compliance with the state of Pennsylvania.

Probably just decreased the amount of the MR/AC fees or cut them out altogether.

Several other states have reduced fees / no fees to meet their guidelines.

Another bug on the windshield....

Excel, being an MLM based company, is open to broadsides from competitors and detractors more than the typical public company. This "comes with the territory". I don't know anything about this particular report but suspect it was planted by a competitor.
