Margaret,

The dish need not be on the roof. Down where you are the declination (the angle from the horizon upward) would be something like 60 degrees or more. As long as you have a place that is clear line-of-site to the satellite, you could put the dish on the ground below a fence line. Very hard to see and probably very legal even with your restrictions. You could run the coaxial cable through buried conduit to the house and right on in!

I don't believe you put the dish in the attic and get a signal.

There was an article concerning these types of things that Congress was on our side. It implied that CCRs (your restrictions) that prevented doing just what I have done were illegal.

Just something to check out. It definitely would not hurt to check it out.
