From the private AMD BBS, based on ISSCC conference data:
K6-3D MAX POWER AT 266 MHz: (2w + 12.2w * 266/350)*(1.8/2.2)**2=7.5w
TYPICAL POWER: (1w + 7.5w * 266/350)*(1.8/2.2)**2=4.5w

I believe the 8 watt Intel number is for "typical", not MAXIMUM power, because, later on, the article states that power consumption for 3D gaming is more than five watts higher than "typical" power.

Therefore its safe to assume a K6-3D laptop at 266 MHz will run cooler than these new 4-6 Kilobuck Pentium II notebooks.

Also, a 300 MHz k6-3D notebook should be possible.

Notice the explanation for the 25 watt power dissipation:

" But the larger, faster drives and display panels are what drain the most from batteries, industry sources said."

I think you forgot to mention this fact - stated in the same article you referenced.
