I had an order of 50,000 shares at $0.20. I only got 5,000 shares. But MMs did not raise tick. Is it legal?

It seems the MMs will ALWAYS have a shortage of shares. I spoke to Ed Broday at MDCE who told me: 22 mil outstanding; 11.3 mil float OF WHICH 3.3 mil is "frozen", and 4.5-5 mil is in "friendly hands", leaving a TRADING float of only 3-3.5 mil shares. For 6-700,000 dollars this
could be bought up and MDCE would essentially be taken off the market. But I do think the low number of shares is another big plus. BTW I,m new here, to SI, and penny stocks. The exchange of information on SI makes me feel more in control of my investments than ever. Prolly the most fun I've ever had standing up.
