I have been using PCQuote...
with just regular RT quotes, and IMO they have been pretty good so far. Customer service is also excellent. I will know more about the charting and Level II when I have full access to them.
pcquote.com

You can also try Signal OnLine and StockEdge OnLine
dbc.com
(IMO, they seem to be more expensive and more limiting with the number of quotes you can access at once)

Joe also recommended Track on Line.
tdc.com
(IMO, they seem just as good as PCQuote. Give you more features to choose from, but slightly more expensive. And from what I have heard, their Level II screen is more detailed than PCQuote's, but I'm not sure.)

All in all, expect to spend around $300 per month for RT plus NASDAQ II plus RT Charting plus exchange rates. That's what I found to be the comparable rate. The exchange fee alone for Level II is $50 per month, since it is considered a professional trader's screen.

In a twist of words...
As it seems, you definitely play what you pay for...
Mark.
