On a more serious note: As I recall, DELL reported after market close on 18 February, and the options exercise and selling was virtually all done on 23/24 February. So my original question stands:

Is the options exercise date in any regulatory way related to the company's earnings announcement? (For instance, COULD the buyers/sellers have legally done so during the quiet period?)

If not, is it an internal company policy? (i.e. Michael says, "anyone who sells or buys stock prior to earnings announcement needs to have their resume in order and their desk cleaned out!")

Or, do the options vest, and canthey or must they be converted at specifically stated times or windows? (which we, as astute investors exercising exceptional due diligence, creative investigative talent, and 1-800-PSY-CHIC, can determine)

IMHO, the answer is potentially quite valuable.
