The way I interpret the term conclude is that they have finalized their agreement with VLSI and the agreement is now officially in effect. And certainly the stock price today has started to perhaps reflect this good news! The bid price is about to pass $18/shr.

But of course I maybe wrong!

Hashem, "conclude", by definition means "to come to an agreement about". This is from Webster's dictionary. FWIW, I interpret the news item as very positive for VLSI.
