My point about code compliance, was to review the code yourself. The bureaucrats probably aren't telling you all of the possible violations that could be there. Reading yourself and putting PG&E and the City on notice of other violations, might force the City to take action that they otherwise wouldn't, because of their possible cozy relationship with the company. The company seeing more problems arising over this may decide that it's cheaper to put up a fence.

If the City won't enforce it's own codes then that becomes news. That's real leverage.
