Answered my own question. It looks like Cyberstar/Skybridge will cost $5 billion and be operational in 2way sat mode in 2001. I think this means it will beat Teledesic to market by at least 1 or 2 years.

Data Rate: Initially 400 Kbps in Ku, up to 30 Mbps in Ka.
