The poor are no different than other people, they respond to their environment and many take the path of least resistance. Government should stop promoting and subsidizing their destruction - they are people and they should not be consigned to life on the liberal plantation system. Btw, Tony Blair recognizes that universal truth which you seek to evade and he is greatly reducing the dole in the UK. Unlike Clinton, Blair rejects rather than embraces the tired nostrums of the discredited Left.
