Bill, disagreeing with somebody's point of view is certainly not a personal attack.

Name calling, speculative discussions about people's personal lives, speculative discussion of people's motovations for posting, etc. are personal attacks.

"I disagree with you" is not a personal attack.

"I disagree with you, you a**hole, you're just doing this because your mother wears army boots" is a personal attack.

See the difference?
