Clearly, it was mandatory to file this by 3/31. But, as stated, IF this stock reopens, it will more than likely reopen with an E. Further, I don't think I've ever owned a stock that has remained halted for this period of time. Even in situations where there are revisions to previous earnings, the stock reopened relatively quickly. If a shareholder wants to assess that risk (there's been plenty of time for assessment) and sell the shares at $.50 or wherever...then he/she should be able to do so.

The only reason it should remain halted is if there are other circumstances for which a shareholder will get penalized if selling or buying the shares without knowledge of these circumstances. I wonder what these circumstances might be?

So Jay is canned. To me, that just adds proof that there isn't a buyout in the works.

If this stock opens, it will be at $0.50 if we are lucky. I figure we'll be lucky if it opens at all. Realistically, who's going to be there to buy this piece of garbage when the sell flood gates open up?

Every time a company dies, there are rumors of buyouts and many shareholders are "certain" there is a white knight. But for the many I've seen go down, I've seen buyouts in less than a handfull. Pardon the analogy, but it is like fleas sucking on a dead dog. They'd jump, but at the moment the dog's wrapped up in a plastic bag. If they open the plastic for a few days before they bury the dog, you'll see a mass squirming exit (besides the smell will be horrible ;).
