I have asked the questions of "What price can an investor short at"
many times, the consensus is that it is a broker call. Each broker is different. I have emailed a few brokers that hang out at SI and
their opinions is always different. Your best bet for straight info is
to email SEC. Good Luck. Many are claiming $3 now, but years ago it
was $5.
