Here is something I found of interest. It's an interview conducted by the Agence Congolaise de Presse (ACP) with Mr. Richards.

The climate of the new Congo, the Democratic Republic of Congo
is favourable for investment, declares a Canadian engineer-geologist to
the ACP.

Kinshasa 20/03/98 - The climate of the Democratic Republic of Congo is favourable for
foreign investment in the mining sector, including the security and transport of people and
machinery says Gordon Richards, P.Eng.. In an interview conducted March 18, 1998 with
ACP, Kinshasa, Mr. Richards, a Canadian geologist, who has just concluded an exploration
and research program, spoke on behalf of Starpoint Goldfields Inc., a Canadian company
with gold and diamond concessions in the DRC. The professionalism and assistance of the
local manpower was integral to the success of this mission. The Commander of the Army at
Isiro and the populace in general provided a great deal of assistance during their travel
throughout the concession.

The current research, coupled with known data on Starpoint's concessions, the Tele, Panga
and Ngayu West provide a parallel in gold reserves to the mines of the Kilo and Moto. Mr.
Richards was accompanied by Congolese geologist, Mr. Jean Mbuyi on this geological
sampling program where samples were collected from numerous sites throughout a targeted
area on the Mambati Zone in the Ngayu West concession. The visible geological elements
were extremely encouraging for further exploration and the results of the assay will determine
the next stage of the program. Richards indicated that his recent positive assessment of the
properties will be added to the current research in a report to Starpoint Goldfields. This will
include the diamonds from Starpoint's property he witnessed changing hands in the village of
Mambati.

Starpoint has employed two outstanding Congolese geologists, Jean Mguyi who has
expertise in Starpoint's northeast properties and his colleague, Emile Mmbakilay, operating in
the Luiza zone in the Province of Kasai.

Before the work program in the Congo began, Richards travelled to Belgium and consulted
with Belgian geologists, notably doctors Luc Tack, Gilbert Chartry, Miichel Errera and J.
Lavreau This groundwork provided a wealth of reliable data upon which to base his
exploration program enabling him to select specific targets. The potential of the Congo is
enormous and if the infrastructure is upgraded, there will be stiff competition from investors
for the gold and diamond properties, which will in turn, improve the economy of the DRC
and its people.

Richards also noted that the permitting process had become much more proficient with the
admdinistration providing quicker access to documentation.
