While this may be true of some of the so-called growth companies which use their stock options as a currency; it can be hardly said of Intel.
Their benefits besides stock options are really good and they try to keep it that way. I don't think they try to exchange other benefits for more stock options if that is what you are attempting to say; let's sort out wheat from chaff like AOL and not mix the two, shall we ;-)
Buying back sharesis better than paying dividends for a company like INTC because dividends get taxed twice, whereas a buy back can add more value to the share holders.
