The is a plan/fund that buys the stocks under the DOGS OF THE DOW Theory on a quarterly or annual basis. . Starting in 1998 they are allowing tax deferred rollovers from one year to the next to the extent that a particular DOG is on both lists. . The can offer a significant tax deferral. Colin

Hi Charliss Freshstart Venture Capital Corp. (Nasdaq Small Cap) is what is known as a Specialized Small Business Investment Company (SSBIC), which, you're correct, allows for deferral of capital gains of other investments. An SSBIC provides financing for Small Business Investment Companies (SBIC). They've been available since 1986, but not very well known to the investment community as they've mostly been private companies. It's believed that FSVC is the only publicly traded SSBIC, and it looks as though it's IPO was late 1996(?)
