We absolutely need no phone......:) If this amazing stuff is the same I saw last October. Last October, I visited my friend dormitory at Case Western Research University, Cleveland, OH. He explained to me that he has connection to internet without traditional modem or cable. He said that its stuff still under trial. So, after I read what MEME has, I believe it could be the same stuff. Good luck.

No cell phone account needed- it's operating in completely different frequencies. Yeah, I noticed the missing filing- really don't make much of it- I've seen such before when it meant nothing- who knows? I do believe this IS true for internet access. The tech. has been in the wings- and hopefully these guys have it put together as I strongly suspect.
