Sometimes, these guys have a real honest desire to do the right thing but feel like they have to be "careful". But when an outsider strikes a chord, they will go to bat. If you emphasize your similarities, (wife, kid, firearms) and stay off the touchy subject for a time, (like in one conversation) you will turn the tide. A big coup would be to meet him in person (with baby and wife), especially if you went to the "office". If you could pull that off, I would bet money on a swift handling. In fact, you could drop in unannounced, with some small gift, like a box of cookies or something for the office, "to show Helen the workings of government" or whatever, and you win. game over, I betcha.

Whats to be baffled about, there kids growing up in the bay area in the 90's, right? What else would you expect, and especialy if the guy is Army.

Hey if all this diplomacy fails to get the desired results, fashion a silencer for one of those fine pieces you own and lay in wait in the bushes for the little curs and take em out one by one. That'l fix em! But don't forget to take the bodies far away from the scene of the crime, like near San Pablo for instance, No one would suspect a thing!
