That will trigger hearings...MSFT, CSCO, 3Com, IBM, AOL, AT&T and many, many more will fight that...IMO, it'd be a damper on competition.

it could be seen as a win-win situation that supports Internet growth while ensuring that rural and inner-city communities continue to receive subsidized telecommunication services.

I say if they do tax us to pay for these things...those phones should be programmed to call only certain numbers...their elected officials.

Man gets $40 billion tax bill

BAKERSFIELD, Calif. (AP) -- Steven Hooker knew he owed the
federal government some taxes -- but over $40 billion?

When Hooker, 23, contacted the Internal Revenue Service last month
to get the exact amount he still owed from 1994, he got a bill for
$40,000,000,669.86.
