Jim, actually, if I understand correctly, DDC is not applying for the 25% level but for the 1.0 g/bhp-hr PM standard. Specifically, the release dated March 20, 1998 says, among other things

notification of intent to certify urban bus retrofit/rebuild equipment
pursuant to 40 CFR part 85, subpart O. The notification, with cover
letter dated December 8, 1997 describes equipment intended to comply.>>>>

It is under the section titled Urban Bus retrofit/rebuild notices and is dated March 30, 1998.
