Medicine Hat is a small city in southern Alberta (Western Canada) with a population of around 50,000. They are in an affluent part of the province (oil/gas, cattle ranching) -- kind of like Texas without guns.

Anyway, I've done some IT consulting for Alberta municipalities and we did a review of how much cities spend on IT. As I recall, Medicine Hat was number 1 in percentage spent on IT. The City of Medicine Hat is very well off because it owns a couple of producing gas wells (or production facilities, I'm not sure which).

The other thing of note is that the smaller cities in Alberta tend to watch each other and if one thing works for one, it might well be adopted by another.
