Hi Voyager...

There are *no* exemptions from Williams Act filing responsibilities. Foreigners do not get a bye. Not even the *real* ones. You will please note (as an example) that there is a Saudi Prince who had to file on Citibank some years ago. Anyone that tells you foreigners or expatriates do not have to file is either ignorant or purposefully "fudging" the facts. Whether the S.E.C. could ever catch up with him is problematic, of course, assuming he doesn't visit the States often or has all of his assets in corporate names with domicile out of the country...but if he is avoiding the filing regulations on purpose, my guess is that if they did so, there would be h*ll to pay.

BTW, Voyager...I am hard pressed to believe that there has been "jockeying" for estate planning purposes. If anyone goes through the difficulty of becoming an ex patriate, you can bet your "bippy" that it is for tax purposes, and that includes estate tax avoidance. The "explanation" you have received is a canard and patently untrue. You might give some consideration to why the party that is feeding you this stuff is doing so.

Of course, you don't have to take my word for it. With the investment you have in TFS, I assume you could afford <G> a few hundred bucks to speak to an SEC/estate attorney. That's all it would take for you to realize that your information is misleading.
