O.K.. regarding this ISP Telephony Tax....from me. someone who's very close to this industry.

The congressmen don't have a clue about technology. They believe that IP telephony is already being deployed en masse and that they may soon see a reduction in revenues due to this future migration.... but that's what it is - a FUTURE migration.

Levying a tax on a technology that isn't even deployed or has all the kinks worked out yet will not fly. Once the IP/data infrastructure lobby and carrier lobbies get in there they will show that taxing this new, but not yet fully baked technology, will disincentivize new technology deployment. They will argue that there will come a time for the tax...but now is not that time... perhaps 5 years from now. This tax issue is simply being raised now to sensitize the FCC to the issue, but they simply won't rule to levy a tax on new technology - it's anti-competitive and reduces service providers desire to deploy new lower cost, better performing technologies.
