As far as I know, L3's strategy is built more on the economic advantages of packet switching over circuit switching than on circumventing access charges, and in any case, I figure L3 had figured in the possibility of the imposition of access charges as a very likely scenario. I don't think it should affect their strategy materially, BWDIK.
