You might want to dig up the Friday issue of IBD.The FCC is Very hot on it now,Legg Mason can give you more data if needed but the out look is bearish in the term as far as regulation.They are Hot on regulation before the end of summer.It can do it with out congressional approval"contrary to what some think"they have a miriad of ways to do what they really want to with out congress.All I know is from the people I know it is going to happen much sooner then what most people realized or could have realized.A lot of projects late last summer for a few big companies had to get pushed ahead very fast to get most of the work done and get into operation before this summer.Only one of the biggest to date won't make it.The 300 eyes in the sky that would have been in place anyway by the end of 99 will probably still go as close to 50 have gone so far.The rest will go and may be a bonus if regulation does happen.You may well see comparative phone with mixed media from some of the Giants well below 8 or 9 cents no matter what.Mci"s discount internet access is a prime example what wcom is trying to do to the industry.IDTC and the like are going to find it hard to compete while the smaller companies will do fine as a result of less operational cost and more efficient systematic billing.
