My guess is that there's actually a dirty little secret for both systems.

There are likely to be countries with either system that won't allow in a sat phone set without big hassels and backseesh, at least to begin with.

Places like the Congo come to mind. (Covered by I*, mostly covered by G* day one.)

Now this will probably not be an issue in places that have their own gateway in place, at least once the customs officials get the word. But in countries borrowing someone else's, where the local power structure is not itself [yet] using the things, another story.

Or so I suppose.
