Although I am long on the company, they intend, from what I know, to operate it themselves and although I am guessing here a bit, I think that may not be a big bonus in the eyes of the financial institutions. In addition they are looking for a loan, NOT an equity partner so that also complicates things somewhat. When they first went out looking they were told that they needed to prove the market as well as their potential place in it, that is why they did the ground work on the LOI's etc. I can't guarantee that they haven't run into any other stumbling blocks, but I know about these ones and they appear to be an understandable and normal part of the process.
