Question by question (where I can):

>>>Body shops are taking longer than expected to fix code?<<<

In some cases... especially with languages like PL/1 assembler, C, etc..

>>> Not enough bodies? <<<

You have to ask this question?

>>> Finding special situations that are unanticipated? <<<

Of course... its not as straight forward as it all seems...

>>> Finding systemic flaws in their tools? <<<

Try and find a good tool for PL/I or Mark IV or even a COBOL tool that actually does what the marketing people tell you it does....

>>> Delivering code that can't be put back in production? <<<

One error is bad enough... but what about a thousand?

>>> Cost overruns?<<<

This will be the down fall of some body shops... fixed pricing for consultants? Please.....

>>>Start the job over with another vendor?<<<

This is already beginning.... you screw up and you are gone.... no questions asked...

>>> Who will pay for that?<<<

The customer pays.... what is the value of their mission critical system to their business?

>>> how would we know?<<<

the word will leak out.... it always does...

>>>Lower than expected earnings and mushrooming reveivables?<<<

Not yet.... because there is more work than there are resources...

What I am trying to say is that all is not all hunky dory in the Y2K universe .... and its going to get worse.... wait until the panic sets in....
