I virtually agree with everything you said.

I do, however, know that there are a significant number of projects & proposals underway in the CIS countries (including Central Asia!), which have to do with the eventual production of high-tech products (including chips). Lots of people (including Western advisors) think that, engaging in some sort of high tech production is the only way that the massive & significant wealth of (unemployed/underemployed) human capital in the CIS countries can be used to rescue the economies of these countries from what they have gotten into.

On a more practical basis, it is not inconceivable for the companies such as the SUNW, INTC, etc, to use the basic ideas (or the relevant human capital factors) of the CIS countries in advancing their goals (designing chips, production,...).
