Those $/LoC figures are SWAG ('scientific wild guess') only. Absolutely not for precision.

Look at it this way... I know one company that is exceptionally well organized. They started with knowing what they have (on the mainframe, desktop is separate issue) & they're spending 25% of their IT budget on Y2K. Look at this 25% as absolute minimum. These guys are olympic athletes. Therefore, more normal companies are looking at at least 50% of their annual IT budget.

As they say... "close enough for government work."
