Welllll...O'Neil's (of IBD) New USA mutual fund has a pretty poor performance record. He uses his CANSLIM method there. Again, technical market plays have their limits.

Buying new high seems still better then buying new low. If you bought new highs in April 97 you have gains on most of your drilling and service stocks.
I have traded oil equipment group and they moved in order EVI, NOI, SII, CAM, VRC and GIFI.
