Dear David, The newly imposed access fee would go to the local telephone company (LEC = local exchange company) as I understand it. And if a company were a local exchange carrier themselves AND did IP telephony then yes, it would appear that they would pay themselves.

There is part of the fee, however, that goes into a fund for rural telephones, but that fund is not hurting for funds. This is just a huge lobbying effort on the part of Baby Bell monopolists to skim more money from the public.

Check idt.net tomorrow for more information. I'm told they will allow free calls to Congress to lobby against the FCC/Baby Bell juggernaut.
