Is it just me, but doesn't the Fed have laws on the books preventing this kind of merger...it is an ad facto monopoly (well, really small oligopoly anyways). Couldn't Congress or the Fed just say no. CCI and Travellers could simply be told "you would be too big, adios".

Am I not seeing something.
