Well, you can go to Edgar and check their 10-K. (They may also have posted it at the website.) That'll tell you how many shares are authorized. In order to issue them publicly they'd have to make an announcement and file with the SEC. BUT that doesn't mean they can't use treasury shares as payment to others, or for acquisitions; again, they'd have to file with the SEC. They have, in fact, made several recent purchases with stock.
