>>But the short side of QWST would make me nervous, as I don't see fundamental breakdown in their story, though I am not certain that the LCI deal is good,or bad for that matter.

I think it's good for Qwest. I gives them an excellent sales force, knowledge in handling consumer and business markets, some switches in a few major metropolitan markets, and instant capacity utilization for their unused bandwidth.

It also makes them very attractive to British Telecom, for all of the above reasons. <g>

Tokyo Internet to Cut Internet Server Access Fees Up to 35%

Tokyo, April 7 (Bloomberg) -- Tokyo Internet Corp., a
corporate Internet service provider, said yesterday it will cut
its Internet access fees between 7 percent and 35 percent
beginning in June, Nikkei English News reported. The Tokyo-based
company will lower rates on 10 different data transmission
speeds, with its 128 kilobits-per-second line getting the
35 percent reduction, cutting its monthly fee to 122,000 yen
($905) a month from 188,000 yen. The move will make Tokyo
Internet's rates the lowest in Japan for firms that provide
24-hour data security on high-speed transmission lines, NEN said.

Japan, with 6.5 million Internet accounts, is the second-
largest Internet market in the world, after the U.S.
